DDO Powers Delegated to Two Headless Schools in Ganderbal to Ensure Financial Functions

SRINAGAR: The Jammu and Kashmir School Education Department has temporarily delegated Drawing and Disbursing Officer (DDO) powers to designated officials for two headless educational institutions in Ganderbal district, allowing their essential financial and payment-related work to continue until regular arrangements are made.

The decision has been issued through Government Order No. 365-JK (Edu) of 2026, dated September 8, 2026, following a proposal from the Directorate of School Education, Kashmir.

DDO powers assigned to officials of nearby institutions

As per the government order, the Principal of Government Higher Secondary School Ganderbal has been assigned DDO powers for BHS Harran.

Similarly, the Headmaster of BHS Kachanambal has been authorised to exercise DDO powers for High School Preng.

The temporary arrangement has been introduced to ensure that financial matters of the two institutions are not disrupted in the absence of regular administrative arrangements.

Powers limited to financial functions

The School Education Department has specifically clarified that the delegation is strictly limited to drawing and disbursing functions.

The officers given these powers will therefore be able to handle the financial and payment-related responsibilities attached to the respective institutions. However, the order does not authorise them to perform administrative duties or exercise administrative powers of BHS Harran or High School Preng.

This distinction is important, as the temporary DDO arrangement is intended to address the financial functioning of the institutions rather than alter their regular administrative structure.

Directorate of School Education Kashmir reference

The order follows a reference received from the Director, School Education, Kashmir, through letter No. DSEK/Estt/Gaz/9443630/216 dated August 21, 2026.

Based on the reference, the department issued the formal delegation for the two institutions.

DDOs directed to follow financial rules

The officers entrusted with the DDO responsibilities have been directed to exercise the delegated powers strictly in accordance with the rules currently in force and government instructions issued from time to time.

They have also been instructed to maintain the required financial and official records in accordance with the General Financial Rules (GFR), 2017.

This means the temporary DDOs will remain responsible for ensuring that transactions and records handled under the delegated powers comply with the applicable government financial procedures.

Arrangement to continue until regular posting

The delegation is temporary and will remain effective until the School Education Department makes regular arrangements for the concerned institutions.

The latest order therefore provides an interim mechanism for maintaining the financial functioning of BHS Harran and High School Preng without granting the designated officers broader administrative authority over the schools.
