Sanction is hereby accorded to the appointment of Dr. Zeba Suleman, JKAS, Under Secretary to Government, Public Works (R&B) Department as Inquiry officer to conduct inquiry into matter of regularization of Shri Ravinder Kumar Razdan (Raina) Works Supervisor (Work Charge). The following shall be the terms and reference of the inquiry:
i. The applicant is appointee of erstwhile project organization as Works Supervisor (Work Charge). It appears that he either have been appointed against the post of SKIMS or appointed on wage basis to be given wages from the contingencies. This aspect to be studied properly and come out with full facts.
ii. If he is appointed against the post of the SKIMS, then the whole matter pertains to the
SKIMS then how department has overlooked this aspect. iii. The petitioner seems have taken benefit from the Department in the garb of migration and taken the complete salary from the Offices of Jammu Division, which requires to be looked into in detail. Payment details from each office of Jammu for complete
iv.period is to be verified including modus-oprendie of making such payments. If he was appointed on work-charge basis then how he has constructed his service Book and who all are instrumental in creating a service book alongwith names of officers and their present posting.
The Relief and Rehab. Department may also be approached to inquire as whether the
said incumbent have received relief from that department and also what is his statusin their records of DMRRR.
vi. The policy for regularization is for the casual labours or the candidates appointed on contract basis, it is also to be seen whether the said policies apply to the petitioner herein.
