The Directorate General of Accounts and Treasuries has asked pensioners to preferably use the digital facility through the Jeevan Pramaan platform, which allows Aadhaar-based authentication and submission of life certificates without requiring physical visits to treasury offices or bank branches.

In a circular dated October 30, the department said the annual submission of life certificates in November was mandatory under the Jammu and Kashmir Treasury Code and existing guidelines. The digital initiative is aimed at making the process easier, particularly for elderly pensioners and those facing mobility difficulties.

J&K Bank has been asked to facilitate the process through its branches and deploy banking associates to assist pensioners in generating Digital Life Certificates. Where necessary, these associates will also provide services at pensioners’ residences.

The bank has further been directed to undertake an extensive awareness campaign through newspapers, television, radio, its website, social media, SMS and WhatsApp messages, besides displaying banners and posters at branches and other public places. It will also share daily data on digital life certificates with the Finance Department.

The circular directs all Treasury Officers to establish facilitation counters across the Union Territory’s 121 treasuries to assist pensioners, maintain daily records and report technical difficulties and pending cases.

District-level nodal officers have also been tasked with organising facilitation camps at district headquarters in coordination with J&K Bank and district administrations. Details regarding camp venues, timings and contact numbers will be publicised to ensure wider participation.

Special assistance has been prescribed for pensioners aged 80 years and above, bedridden beneficiaries, persons with disabilities and others facing mobility constraints. J&K Bank will facilitate doorstep services through authorised service providers.

The department has also directed the bank and treasuries to establish contact mechanisms for addressing queries and grievances related to digital certificates, with provisions for tracking pending cases and ensuring their timely resolution.

District-level nodal officers will monitor the campaign, maintain records of beneficiaries assisted and report progress and issues requiring intervention to the concerned directorates. The Directors of Accounts and Treasuries, Jammu and Kashmir, will oversee implementation in their respective jurisdictions.

The campaign is being coordinated through nodal officers appointed under Government Order No. 309-F of 2026, dated October 5.

Pensioners can generate their certificates themselves using the Jeevan Pramaan application and Aadhaar Face RD application. The process involves Aadhaar and mobile number authentication through an OTP, entry of pension details and face authentication. Upon successful completion, a Digital Life Certificate confirmation and Pramaan ID are generated, which can be used to download the certificate from the official Jeevan Pramaan portal.

The circular was issued by Director General, Accounts and Treasuries, Finance Department, Jammu and Kashmir.
