J&K Govt Places Two Assistant Section Officers as In-Charge Section Officers
Srinagar: The Jammu and Kashmir Government has ordered the placement of two Assistant Section Officers (ASOs) of the J&K Secretariat (Subordinate) Service as In-Charge Section Officers on an officiating basis.
The order was issued by the General Administration Department (GAD) through Government Order No. 1526-JK(GAD) of 2026, dated September 16, 2026.
Two Officers Given Additional Charge
As per the government order, Kiran Bala and Ranjit Singh have been assigned the higher charge following recommendations of the Departmental Promotion Committee (DPC).
The placement has been made on an officiating basis and is subject to the conditions specified in the order.
Six-Month Arrangement
The officials will continue to draw their existing pay and grade in their substantive posts.
They will, however, be entitled to charge allowance as admissible under the applicable rules for performing the duties of In-Charge Section Officers.
The arrangement will remain in force for a period of six months or until the posts are filled on a regular basis, whichever occurs earlier.
Placement Does Not Confer Promotion Rights
The General Administration Department has clarified that the arrangement is purely temporary and will not provide the officials with any preferential or vested right to continue against the posts on a substantive basis.
The officiating placement will also not create any automatic right to promotion.
Any future promotion will be made strictly in accordance with the applicable service rules.
The order further states that the placement will remain subject to the outcome of any writ petitions pending before the competent courts.

Present Places of Posting to Continue
Despite being assigned the higher charge, Kiran Bala and Ranjit Singh have been directed to continue at their present places of posting until further orders.
The latest order forms part of the J&K Government’s ongoing administrative arrangements within the Secretariat (Subordinate) Service.
