J&K Government Promotes 23 Engineers to Officiating Executive Engineer Posts

Jammu/Srinagar, October 7, 2025: In a significant administrative move, the Government of Jammu and Kashmir’s Power Development Department (PDD) has approved the officiating promotion of 23 Assistant Executive Engineers to the rank of In-charge Executive Engineers.

The promotions were formalized through Government Order No. 14-JK(PDD) of 2025, issued by the Financial Commissioner (Additional Chief Secretary), Shailendra Kumar, IAS, on Tuesday.

The promoted officers, who are degree holders, will assume their new roles on an immediate, stop-gap basis. According to the order, they will continue to draw their current pay and grade but will be eligible for a charge allowance as per existing rules.

The government order has outlined specific conditions for these placements. The promotions are temporary and subject to the outcome of any pending court cases. Furthermore, the order clarifies that this officiating role will not confer any right or priority for a substantive promotion in the future, which will be decided through the proper Departmental Promotion Committee (DPC) or Public Service Commission (PSC) process.

A key condition states that the promotion will be withdrawn “ab-initio” (from the beginning) without notice if any adverse report is received against an officer.

Upon receiving their orders, the engineers are required to submit their joining reports as In-charge Executive Engineers (Electrical) to their respective controlling officers and will continue to function in their current divisions until further instructions are issued.
