HC Summons Top J&K Education and Power Officials for Defying Court Orders
SRINAGAR: The High Court of Jammu and Kashmir has summoned two senior government officials for failing to comply with court orders, signaling strict judicial action against administrative defiance. These orders were issued in separate contempt cases, reflecting the judiciary’s firm approach.
Education Officials Directed to Appear
Justice Moksha Kazmi ordered the Director School Education Kashmir (DSEK) and CEO Baramulla to appear personally. The case relates to their failure to implement a judgment in a Rehbar-e-Taleem (ReT) appointment matter.
The court had directed the authorities to finalize the selection process for a ReT post according to official rules and scheme, but delays prompted the candidate to file contempt proceedings.
During the hearing, the Zonal Education Officer (ZEO) attended, but both DSEK and CEO Baramulla neither appeared nor filed exemption pleas. Justice Kazmi warned that coercive measures would be initiated for continued non-compliance.
“The respondent-Directorate of School Education appeared virtually but could not explain why the 13.08.2014 order has not been implemented. He must appear in person with relevant records on the next hearing,” the court stated.
Power Department Official Summoned
In a separate contempt case, the Superintending Engineer (SE), Kashmir Electric Maintenance and Rural Electrification Circle, Bijbehara, was summoned for failing to comply with a previous court order.
The SE’s counsel requested additional time to submit records, which the court granted as a final opportunity.
Justice Kazmi emphasized that any further delay or failure to comply would attract strict legal action.

The High Court’s strict directives highlight that court orders must be implemented promptly in Jammu and Kashmir. Officials in both education and power departments are under close supervision, and non-compliance could result in serious consequences.
