High Court Directs Transfer of Chief Administrative and Accounts Officers

As per the order, Mohammad Shafi Parray, Chief Administrative Officer, has been transferred from the Principal District and Sessions Judge Court, Anantnag, to the Principal District and Sessions Judge Court, Kupwara, against an available vacancy. Rouf-ul-Mushtaq Rouf, Accounts Officer, has been posted from Baramulla to Bandipora, where he will function as Chief Administrative Officer until further orders.

Mohd Yaseen Ganie, Accounts Officer, has been shifted from Budgam to Baramulla and will serve as Chief Administrative Officer in place of Rouf-ul-Mushtaq Rouf. Bashir Ahmed, previously a Section Officer, has been promoted as Chief Administrative Officer and posted as Accounts Officer in the court of the Principal District and Sessions Judge (Matrimonial Cases), Jammu, vice Mohd Yaseen Ganie.

Parshotam Singh, Section Officer on promotion as Chief Administrative Officer, has been transferred from Udhampur to Kulgam against an available vacancy. Jai Kumar, PA-cum-Senior Scale Stenographer, has been promoted and posted as Chief Administrative Officer from Samba to Ramban.

Abdul Kayyum-I, Section Officer promoted as Chief Administrative Officer, has been posted from Kathua to Anantnag, replacing Mohammad Shafi Parray.

The High Court has directed the Principal District and Sessions Judges concerned to ensure that all transferees are relieved within ten days of the issuance of the order and to report compliance. It has further clarified that all representations submitted by the clerical cadre to the Chief Justice’s Secretariat up to December 15, 2025 stand disposed of.

The order has been circulated to all concerned judicial authorities and departments for information and necessary compliance and has been directed to be uploaded on the official High Court website.
