SRINAGAR: The Government of Odisha has appointed former Rashmi Ranjan Swain as the first Chairperson of the Odisha Uniformed Services Staff Selection Commission, a newly established body responsible for overseeing recruitment to the state’s uniformed services
The commission has been constituted to streamline and enhance transparency in the recruitment process for posts in the police, excise and other uniformed departments.

Swain, a native of Rourkela and a 1991-batch AGMUT cadre IPS officer, served as Director General of Police in Jammu and Kashmir and handled key security responsibilities in the Union Territory before retiring from service.
The OUSSSC was approved by the Odisha Cabinet in November 2025 following concerns over delays and alleged irregularities in recruitment, including the sub-inspector recruitment scam. The new commission will replace multiple departmental recruitment boards with a single centralised mechanism aimed at ensuring merit-based, technology-driven and timely selections.
