Jammu & Kashmir Govt Announces Fresh Assignments in Agriculture Production Department

SRINAGAR: The Jammu and Kashmir Government has ordered a fresh administrative reshuffle in the Agriculture Production Department, assigning new charges to officers with immediate effect in the interest of administration.

According to Government Order No. 318-JK (APD) of 2026, dated July 14, 2026, a total of 27 high-ranking officers have been given new postings and additional responsibilities to look after various charges with immediate effect.

Under the new directives, Sanjay Anand, who was serving as Joint Director (Extension), Jammu, has been assigned to look after the charge of the post of Joint Director (Inputs), Jammu. In a corresponding move, Idrees Bashir Ahmed, previously working as SMS RL-I, Srinagar, will take over as the new Joint Director (Extension), Jammu, thereby relieving Sanjay Anand. Meanwhile, Mujtaba Yahya Mukhdoomi, who held the post of DDLE, Kashmir, has been shifted to look after the charge of Joint Director (Extension) Kashmir.

The administrative order includes an extensive list of adjustments among Chief Agriculture Officers (CAOs) and equivalent cadres. Anjum Rashid, previously MDO Srinagar, has been assigned the charge of SMS-RL, Srinagar, taking over the role vacated by Idrees Bashir Ahmed. Mohd Munaf Bhat, who was working as Farm Manager at SM Farm, Padgampora, has been posted as Chief Agriculture Officer, Kupwara, against an available vacancy. Similarly, Dolly John, who was the Training Officer (F) at FTC Jammu, will now take over the charge of Chief Agriculture Officer, Reasi, also against an available vacancy. Farzana Tabasum Asif, Seed Analyst Srinagar, has been assigned to look after the post of Chief Agriculture Officer, Budgam, while Mir Aijaz Ahmad, Seed Production Officer, Kashmir, takes over the charge of Chief Agriculture Officer, Srinagar, both filling available vacancies. Furthermore, Sheikh Imran, previously Agri. Information Officer, Srinagar, will look after the post of Agriculture Chemist, Kashmir, taking over from Ravinder Kumar. Naseer Ahmed Khan, who was awaiting orders of adjustment in the Directorate of Agriculture, Srinagar, has been given the charge of Deputy Director Law Enforcement, Kashmir, replacing Mujtaba Yahya Mukhdoomi.

The cross-postings continue within the CAO cadre as Sabeena Kouser, the Chief Agriculture Officer of Baramulla, moves to the ex-cadre post of Deputy Director, Feed and Fodder, Sheep Husbandry, Srinagar, taking over from Mohammed Latief Khan. Conversely, Mohd Latief Khan has been posted as Chief Agriculture Officer, Baramulla, replacing Sabeena Kouser. Dharmesh Vaid, who was awaiting orders of adjustment in the Directorate of Agriculture, Jammu, has been assigned the post of Project Officer, Dry Land, Jammu, replacing Ashwani Kumar. Ashwani Kumar will now look after the charge of SMS-RL, Jammu, against an available vacancy. Vikas Padha, Agronomist in the Vegetable Improvement Scheme, Jammu, has been shifted to look after the post of Chief Agriculture Officer, Udhampur, replacing Harbans Singh. Consequently, Harbans Singh has been reassigned to look after the post of Chief Agriculture Officer, Doda, against an available vacancy. Vinod Kumar Sharma, who was attached with DAJ, has been posted as Project Officer, CAD, Samba, taking over from Roshan Lal, while Roshan Lal moves to look after the post of Agriculture Chemist, Jammu, against an available vacancy. Furthermore, Mohamed Rafiq, Chief Agriculture Officer, Shopian, has been transferred to look after the charge of Chief Agriculture Officer, Kulgam. Ravinder Kumar, who was serving as Agriculture Chemist, Srinagar, Kashmir, has been shifted to look after the charge of SMS-RL, Jammu, against an available vacancy.

A series of adjustments have also been mandated for District Agriculture Officers (DAOs) and equivalent officers. Arun Gupta, previously DAO, CAD, Jammu, will look after the charge of MDO, Jammu, taking over from Raghbir Pal Koucher. Raghbir Pal Koucher has been transferred to look after the post of Seed Analyst, Srinagar, against an available vacancy. Virender Dogra, Farm Manager, SMF, Chinore, Jammu, moves to the post of Seed Analyst, Jammu, replacing Gopal Krishan. Gopal Krishan will consequently take over the charge of MDO, Srinagar, against an available vacancy. Kuldeep Raj, SMS-II, Katua, has been posted as Farm Manager, SMF, Chinore, Jammu, taking over the role previously held by Virinder Dogra. Ajay Kumar Sharma, ADO(Veg), Udhampur, has been assigned to look after the charge of SMS-II, Kathua, replacing Kuldeep Raj. Lastly, Vinod Gupta, MDO, Udhampur, will now look after the charge of ADO(Veg) Udhampur, taking over the role from Ajay Kumar Sharma.

In addition to these specific standalone adjustments, the department has ordered that the Chief Agriculture Officer, Anantnag, shall hold the charge of the post of CAO, Shopian, in addition to his own duties.

The official order also clarifies that the specific strategic administrative arrangements detailed from serial numbers 2 to 9 shall remain strictly in effect as outlined by the department.
