Big Administrative Move: J&K Govt Forms High-Level Promotion Monitoring Panel: SRINAGAR: The Jammu and Kashmir Government has constituted a high-level committee to monitor the functioning of Departmental Promotion Committees (DPCs) across all departments in the Union Territory, in a move aimed at ensuring timely promotions and addressing stagnation in government services.

According to Government Order No. 895-JK(GAD) of 2026 dated May 11, issued by the General Administration Department (GAD), the committee has been reconstituted in supersession of all previous orders on the subject.

The panel will be headed by Financial Commissioner (Additional Chief Secretary), Public Works (R and B) Department, Anil Kumar Singh, IAS. Commissioner/Secretary to the Government, General Administration Department, M Raju, IAS; Commissioner/Secretary to the Government, ARI and Trainings Department, Shabnam Kamili, JKAS; and Commissioner/Secretary to the Government, Department of Law, Justice and Parliamentary Affairs, Achal Sethi, will serve as members.

As per the order, the committee has been mandated to monitor the timely conduct of meetings of Departmental Promotion Committees across all administrative departments and their subordinate offices.

The panel will also address issues related to stagnation and formulate roadmaps for the career progression of employees belonging to various services.

Besides, it has been tasked with ensuring the timely filling of promotional vacancies to reduce reliance on ad hoc promotions and assignments of additional charge.

The order further states that the concerned departments whose agenda items are under consideration during meetings will service the committee and maintain records of decisions taken. These departments will also submit action taken reports to the General Administration Department for appraisal by the authorities.(KASHMIR LIFE)
