Darbar Move: HMV, MMV Traffic Banned from Jammu to Srinagar on November 1–2

SRINAGAR, OCTOBER 28: The Jammu and Kashmir Traffic Police have announced a temporary ban on the movement of heavy and medium motor vehicles (HMVs/MMVs) from Jammu towards Srinagar on November 1 and 2, 2025, in view of the upcoming Darbar Move — the seasonal shifting of government offices.

According to the official advisory, no upward movement of goods carriers will be permitted on these dates to ensure smooth passage for vehicles involved in the shifting of government records and staff from Srinagar to Jammu for the winter session 2025–26.

However, the movement of light motor vehicles (LMVs) will continue as usual from both directions — Jammu to Srinagar and vice versa, the statement clarified.

Traffic Regulations and Advisory

The advisory also stated that down-movement of HMVs and MMVs from the Kashmir Valley towards Jammu will be allowed in a regulated manner, taking into account the official convoy carrying secretariat records and staff.

The department has urged goods carrier operators — particularly those transporting perishable commodities and livestock — to strictly follow traffic advisories and plan their travel schedules accordingly.

Traffic Police officials further said that regular updates will be shared through official channels and media platforms to help commuters avoid inconvenience during the two-day restriction.

Darbar Move Tradition Revived

The Darbar Move, a historic practice dating back to the Dogra era, involves the biannual shifting of government offices between Srinagar (summer capital) and Jammu (winter capital).

Though the practice was halted in 2021 to reduce administrative costs, it has now been revived by the Omar Abdullah-led government in an effort to restore administrative balance and historical continuity between the two capitals.
