SRINAGAR, Oct 12: In a major crackdown under the ongoing GST 2.0 reforms in Jammu and Kashmir, authorities have identified 135 cases of violations, with 82 compounded immediately on the spot, and penalties totaling Rs 11.84 lakh imposed on erring traders.
The enforcement drive was reviewed in a high-level meeting chaired by Chief Secretary Atal Dulloo, aimed at monitoring the implementation of GST 2.0 reforms across the Union Territory. These reforms, following the 56th GST Council recommendations on September 3, 2025, are designed to ensure that tax reductions, particularly on essential commodities and lifesaving medicines, reach consumers directly.

Rigorous Inspections and Public Awareness
During the meeting, the Chief Secretary emphasized strict market inspections and extensive public awareness campaigns to prevent profiteering and ensure that lower taxes translate into affordable prices for citizens. “It is our foremost responsibility to ensure these objectives are met under every circumstance,” Dulloo said, reaffirming the administration’s commitment to transparency and affordability.
Key Enforcement Measures
- Nine notifications under the J&K GST Act were issued promptly by Principal Secretary, Finance, Santosh D. Vaidya, operationalizing revised tax rates effective September 22, 2025.
- Manufacturers are required to revise Maximum Retail Prices (MRPs) in accordance with anti-profiteering provisions.
- Commissioner Secretary, Food, Civil Supplies and Consumer Affairs, Saurabh Bhagat, reported that the Legal Metrology Department carried out 3,304 inspections to check overpricing and ensure accurate labeling of pre-packed commodities.
- The State Taxes Department issued 28 notices for non-issuance of invoices and incorrect tax calculations, proposing additional penalties of Rs 5.60 lakh.
Consumer Protection and Outreach
The government has instructed manufacturers and importers to circulate updated price lists and revise MRPs on existing stock. So far, the Legal Metrology Department is monitoring 411 revised MRP lists to guarantee that reduced prices reach end consumers.
To further spread awareness, the State Taxes Department and Legal Metrology have conducted over 150 consumer awareness camps, along with newspaper circulars and radio and television sessions on Akashvani and Doordarshan.
