J&K Government Delegates DDO Powers to 17 Headless Institutions and Offices
Srinagar, September 25, 2026: The Jammu and Kashmir School Education Department has delegated Drawing and Disbursing Officer (DDO) powers for 17 headless institutions and offices across six districts of the Union Territory.
The decision has been issued through Government Order No. 401-JK(Edu) of 2026, dated September 25, 2026, following a reference received from the Director, School Education, Kashmir.
According to the order, the delegated DDO powers will remain in force until regular arrangements are made by the department.

The order covers institutions and offices in Anantnag, Bandipora, Baramulla, Budgam, Kulgam and Srinagar.

What DDO powers will cover
The department has clarified that the delegated powers are restricted to financial and DDO-related functions.
These include drawing and disbursing salaries, operating authorised funds and handling bills and other permissible financial transactions through the existing financial and treasury systems of Jammu and Kashmir.
The order also states that no separate DDO code will be created for the delegated arrangement unless otherwise authorised by the competent authority.
No administrative powers transferred
The delegation does not give the concerned officers administrative powers relating to appointment, posting, transfer, promotion, disciplinary matters or other service-related issues.
The officers exercising the delegated DDO powers have also been directed to comply with the applicable Financial Code, Treasury Rules, Delegation of Financial Powers, Government instructions and other relevant statutory or procedural provisions.
The order has been issued by the School Education Department, Government of Jammu and Kashmir, and signed by Ram Niwas Sharma, IAS, Commissioner/Secretary to the Government, School Education Department.
