Major Administrative Reshuffle in Ladakh: 12 JKAS Officers Transferred, 4 Relieved
Leh, Sept 28, 2026 — In a significant administrative shake-up, the General Administration Department (GAD) of the Union Territory of Ladakh has issued an official order transferring and posting 12 Jammu and Kashmir Administrative Service (JKAS) officers with immediate effect. The order also relieves four officers to report back to the Jammu & Kashmir administration.
According to Order No. 432-LA(GAD) of 2026, issued by the Administrative Secretary, GAD, P.T. Rudra Goud (IAS), the transfers were made “in the interest of administration” following the placement of services of these officers at the disposal of the UT of Ladakh on a deputation basis.
Key Appointments and Transfers
The order sees several officers who were awaiting orders of adjustment being assigned new crucial roles across the districts of Leh and Kargil:
· Kargil Administration: Mr. Mohammad Yousf Ganaie has been posted as the Assistant Commissioner Development (ACD), Kargil, against an available vacancy. Meanwhile, Sh. Ghulam Mohd, previously serving as Additional District Development Commissioner (ADDC), Kargil, has been transferred as Additional Deputy Commissioner (ADC), Kargil. He will also continue to hold the additional charges of ADDC Kargil and Chief Executive Officer, Kargil Development Authority (KDA).
· Leh Administration: Mr. Saqib Sharief Khan has been appointed as the District Panchayat Officer (DPO), Leh, and will also hold the additional charge of Assistant Regional Transport Officer (ARTO), Leh.
· Sub-Divisional Roles: Mr. Jasif Amin Sheikh has been posted as Tehsildar, Zanskar, with the additional charge of Sub-Divisional Magistrate (SDM), Zanskar. Similarly, Mr. Shivam Sharma takes over as Tehsildar, Nyoma, holding the additional charge of SDM, Nyoma. Mr. Zahoor Ahmad Hadi has been posted as Tehsildar, Durbuk, with the additional charge of SDM, Durbuk.
· Secretariat Postings: Several officers have been assigned to the UT Secretariat. Mr. Sadam Hussain is now Under Secretary to the Administration, Hospitality & Protocol (H&P) Department. Mr. Ayush Sharma is posted as Under Secretary to the Administration, handling the Higher Education and Forest, Ecology & Environment Departments. Mr. Mohd Anjum will serve as Under Secretary to the Administration, Tourism & Culture Department, and Mr. Aju Kundal is posted as Under Secretary to the Administration for the Rural Development, Social & Tribal Welfare, and Information Technology Departments.
· Special Duty: Sh. Shabir Hussain, previously Additional Deputy Commissioner, Kargil, has been posted as Officer on Special Duty (OSD) to Commissioner/Secretary, Revenue Department, UT of Ladakh.
Officers Relieved
Consequent to these new postings, the administration has relieved four officers who were recalled via a previous Government of Jammu & Kashmir order (dated 25.08.2026). They have been directed to report to the General Administration Department, UT of Jammu & Kashmir, with immediate effect:
- Sh. Mohd Ismail Ganie, JKAS
- Sh. Sanjat Bhardwaj, JKAS
- Sh. Tufail Iqbal, JKAS
- Sh. Waseem Ramzan Dar, JKAS
The order was issued by the order of the Lt. Governor (Administrator), UT of Ladakh, and copies have been circulated to all Administrative Secretaries, the Ministry of Home Affairs, and all Deputy Commissioners in the region.
