SRINAGAR: The Jammu and Kashmir government has directed all government establishments, institutions, local bodies and residential colonies to install prepaid smart electricity meters under the Revamped Distribution Sector Scheme (RDSS), according to a circular issued by the Finance Department.

In the order dated December 24, 2025, the department said timely payment of electricity dues is essential to ensure the financial stability of power utilities, provide round-the-clock reliable power supply and reduce the gap between the average cost of supply and aggregate revenue realised.

The circular said the installation of prepaid smart meters is being implemented by JK Power Development Department distribution companies under RDSS to ensure uninterrupted power supply and curb aggregate technical and commercial (ATC) losses. The drive is already underway for domestic, industrial and commercial consumers, and the government now intends to cover all government institutions.

All departments have been asked to coordinate with JPDCL and KPDCL to install prepaid smart meters strictly in accordance with government guidelines. The Finance Department has also instructed departments to expedite the installation process in buildings under their administrative control.

Departments have been directed to make adequate budgetary provisions under the detailed head “008 – Electricity Charges” and submit the same to the Finance Department. Any additional financial requirement, the circular said, should be projected separately for consideration.

The directive was issued by the Director General (Budget), Finance Department, and circulated to all senior administrative heads, departments, public sector undertakings and autonomous bodies for compliance.sourc kashmir life
