Major Healthcare Reshuffle: Ladakh Administration Transfers 27 Medical Officers, Consultants, and NHM Doctors
In a major administrative revamp aimed at strengthening public healthcare delivery, the Union Territory Administration of Ladakh has ordered the transfer and posting of 27 Medical Officers (MOs), specialist consultants, and National Health Mission (NHM) doctors. The reshuffle spans various primary, secondary, and tertiary health institutions across the twin districts of Leh and Kargil with immediate effect.

The official directive was issued by the Health and Medical Education Department under Order No. 55-LA-H & ME of 2026. The order emphasized that the transfers were executed in the interest of administration and following approval from the competent authority.
Key Leadership Postings and Administrative Shifts
Several pivotal administrative and clinical management posts have been reassigned to optimize healthcare leadership across Leh and Kargil:
- Dr. Fatima Bano, previously serving as the Medical Superintendent at QAAM Hospital, Kargil, has been appointed as the Chief Medical Officer (CMO), Kargil.
- Dr. Farhana Iqbal, formerly the District Immunization Officer (DIO) in Leh, takes over as the new Medical Superintendent at QAAM Hospital, Kargil.
- Dr. Rinchen Angmo, NCD Consultant under NHM, will now serve as the District Immunization Officer, Leh, while retaining additional charge of NCD (Non-Communicable Diseases), NHM.
- Dr. Jigmet Wangchuk, Medical Officer at PHC Sakti, has been elevated to Director, Ayushman Bharat Digital Mission (ABDM), NHM, with additional responsibilities as Medical Officer at UPHC, Leh.
- Dr. Stanzin Noryang, Medical Officer (Homeopathy) at SNM Hospital, Leh, has been posted as Deputy Director, AYUSH.
Block Medical Officer (BMO) Reassignments
To streamline administrative operations across healthcare blocks, the department ordered key transfers among Block Medical Officers:
- Dr. Sajjad Hussain: Transferred from BMO Drass to BMO Kargil.
- Dr. Abdul Jalil: Moved from BMO Kargil to BMO Zanskar.
- Dr. Javed Ahmad: Shifted from BMO Khaltsi to BMO Leh.
Interim Administrative Arrangements: Consequent upon these shifts, the CMO Drass will temporarily hold the additional charge of BMO Drass. Similarly, the CMO Khaltsi will oversee the duties of BMO Khaltsi until permanent appointments are finalized.
Transfer of Specialist Consultants and Medical Personnel
The reshuffle also targets specialized care services—including gynaecology, paediatrics, surgery, radiology, orthopaedics, and anaesthesia—to balance expert medical availability across district hospitals (DH), sub-district hospitals (SDH), and community health centres (CHC).

- Dr. Stanzin Angmo (Consultant Gynaecologist): Transferred from SNM Hospital, Leh to PHC Nyoma.
- Dr. Ayesha Malo: Moved from SNM Hospital, Leh to QAAM Hospital, Kargil.
- Dr. Stanzin Dolker (Consultant Gynaecologist): Transferred from SNM Hospital, Leh to CHC Khaltsi.
- Dr. Khatisha Bano: Transferred from SDH Nubra to SNM Hospital, Leh.
- Dr. Padma Ladol (Consultant Gynaecologist): Transferred from CHC Khaltsi to SNM Hospital, Leh.
Paediatricians, Surgeons, and Radiologists
- Dr. Tsering Norphel (Consultant Paediatrician): Reassigned from SNM Hospital, Leh to DH Khaltsi.
- Dr. Spalchen Gonbo (Consultant Paediatrician): Shifted from CHC Khaltsi to SNM Hospital, Leh.
- Dr. Anwar Hussain (Consultant Paediatrician): Posted from QAAM Hospital, Kargil to DH Padum, Zanskar.
- Dr. Sajjad Hussain (Consultant Surgeon): Transferred from QAAM Hospital, Kargil to SDH Drass.
- Dr. Maneesha Badwal (Consultant Radiologist): Moved from SNM Hospital, Leh to QAAM Hospital, Kargil.
Strengthening Healthcare Infrastructure in Remote Regions
The Ladakh Health and Medical Education Department highlighted that these strategic reallocations aim to reduce geographical disparities in healthcare access. Remote facilities in Nubra, Zanskar, Drass, and Nyoma will benefit from the addition of full-time specialists and experienced medical personnel. All transferred officers and consultants have been directed to join their new places of posting immediately to prevent disruption in emergency and routine clinical care.
