J&K Higher Education Department Grants Pay Level 11 to 20 Government College Faculty Members
Srinagar: The Jammu and Kashmir Higher Education Department has sanctioned the placement of 20 Assistant Professors, Librarians and Physical Training Instructors (PTIs) of Government Degree Colleges in Academic Pay Level 11 with an Academic Grade Pay (AGP) of Rs 7,000.
The decision was conveyed through Government Order No. 314-JK (HE) of 2026, issued on September 15, 2026.
The order follows the recommendations recorded in the minutes of the Departmental Promotion Committee (DPC) meeting held on April 22, 2024.

Placement of 20 Faculty Members
The placement covers faculty members working in various academic disciplines across Government Degree Colleges in Jammu and Kashmir.

According to the government order, the effective dates of placement for the beneficiaries range from August 2020 to April 2021.
In the case of Rouf Ahmad, the placement in the higher academic pay level is effective from April 9, 2021, corresponding to the date on which he was awarded his PhD.

Directions Regarding Arrears
The Higher Education Department has also issued specific directions regarding payment of arrears arising from the placement.
The concerned principals have been directed not to release the arrears from their regular salary budgets.
Instead, the institutions have been asked to seek additional funds separately for payment of the arrears to the eligible faculty members.
