J&K Govt Deploys 14 Officers for Legislative Assembly Session 2026
Srinagar: The Jammu and Kashmir General Administration Department (GAD) has deployed 14 government officers, including JKAS and Junior JKAS officers, to document issues and points raised during the upcoming sixth session of the J&K Legislative Assembly.
The Assembly session is scheduled to be held from September 21 to September 30, 2026.
The deployment has been ordered through Government Order No. 1513-JK(GAD) of 2026, under which two officers have been assigned duties for each sitting day covered by the order.
Officers Assigned for Assembly Proceedings
According to the government order, the following officers will record the proceedings and issues raised in the House on their respective dates:

- Qaiser Mehmood, JKAS, Deputy Secretary, ARI and Trainings Department
- Jahan Zaib Khan, Junior JKAS, Under Secretary, Higher Education Department
September 22
- Auqil Nuvaid, JKAS, Deputy Secretary, Rural Development and Panchayati Raj Department
- Waqar Talib, Junior JKAS, Under Secretary, Power Development Department
September 24
- Saddat Iqbal, JKAS, Deputy Secretary, Civil Aviation Department
- Mushtaq Ahmad Khan, Junior JKAS, Under Secretary, Mining Department
September 25
- Azhar Amin Zargar, JKAS, Deputy Secretary, Agriculture Production Department
- Ghulam Qadir, Under Secretary, Information Department
September 28
- Murtaza Rashid, JKAS, Deputy Secretary, Health and Medical Education Department
- Rouf Ahmad Bhat, Under Secretary, Industries and Commerce Department
September 29

Officers to Submit Reports on Same Day
The officers assigned for the duty have been directed to record the points, issues and matters raised in the Legislative Assembly and submit the records on the same day.

The information is to be submitted to the Department of Law, Justice and Parliamentary Affairs as well as the General Administration Department.
The order specifically directs the officers to prepare and submit 10 copies of the points and issues raised in the House to the Commissioner/Secretary to the Government, Department of Law, Justice and Parliamentary Affairs, and two copies to the General Administration Department.
Issues to Be Forwarded to Concerned Departments
The officers have also been instructed to forward extracts of the issues raised in the Assembly to the concerned administrative departments on the same day.
The departments concerned have subsequently been directed to take necessary action and send a response to the concerned MLA regarding the issues raised.
This arrangement is intended to ensure that matters raised by legislators are promptly communicated to the departments concerned for examination and appropriate follow-up.
Officers May Have to Attend Second Sitting
The government order further states that if the Legislative Assembly extends its proceedings to a second sitting on any of the assigned dates, the officers detailed for that particular day will also be required to attend the second sitting and record the proceedings.
No Leave Without Chief Secretary’s Approval
The concerned Administrative Secretaries have been directed not to grant leave to the designated officers on their respective duty days without prior approval from the Chief Secretary.
However, if leave becomes necessary due to an extraordinary circumstance, the concerned Administrative Secretary will have to depute another officer from the department to perform the assigned duty.
In such a situation, the Secretary of the Legislative Assembly and the General Administration Department must also be informed.
J&K Legislative Assembly Session 2026
The deployment of the 14 officers comes ahead of the sixth session of the J&K Legislative Assembly, scheduled from September 21 to September 30.
The detailed arrangements require the designated officers to ensure that issues raised on the floor of the House are recorded, circulated to the relevant departments and followed up through the prescribed administrative process.
