J&K Government Constitutes High-Level Committees to Boost Youth Engagement and Empowerment

SRINAGAR, OCTOBER 23, 2025: In a significant move to streamline and amplify youth-centric initiatives, the Government of Jammu and Kashmir has constituted a two-tier committee structure for the effective monitoring and implementation of the Youth Engagement and Empowerment Plan across the Union Territory.

The decision, formalized through Government Order No. 1371-JK(GAD) of 2025 dated October 22, 2025, establishes a Union Territory (UT) Level Steering Committee and multiple District Level Committees.

Union Territory Level Steering Committee: Composition and Role

Chaired by the Administrative Secretary of the General Administration Department (GAD), the high-powered steering committee includes top officials from key departments impacting youth.

Committee Members:

· Administrative Secretary, Youth Services and Sports Department
· Administrative Secretary, Labour & Employment Department
· Administrative Secretary, Skill Development Department
· Administrative Secretary, School Education Department
· Director General, Economics & Statistics, J&K
· A Nodal Officer from the Planning Development & Monitoring Department will serve as the Member Secretary.

The committee has the authority to co-opt additional members as needed and is mandated to meet every quarter.

Key Responsibilities of the UT-Level Committee:

  1. Overall Monitoring: To monitor the complete implementation of the youth engagement and empowerment plan in J&K.
  2. Digital Portal: To ensure the development and maintenance of a dedicated online portal for real-time monitoring and reporting.
  3. Cross-Sector Convergence: To ensure collaboration between sports, education, culture, tourism, industry, and skill development for holistic youth engagement.
  4. New Initiatives: To facilitate new events like cultural festivals, youth summits, skill expos, and entrepreneurship melas.
  5. Public-Private Partnerships: To encourage collaboration with the private sector, NGOs, international bodies, and community organizations.
  6. Review and Corrective Measures: To periodically review district-level progress, evaluate outcomes, and suggest improvements.

District Level Committees: Grassroots Implementation

At the district level, the Deputy Commissioner will serve as the Chairperson of each committee, ensuring direct oversight and local relevance.

District Committee Members:

· Senior Superintendent of Police
· Chief Education Officer
· Chief Planning Officer
· District Youth Services & Sports Officer
· Assistant Labour Commissioner
· District Information Officer

Key Responsibilities of the District-Level Committees:

  1. Local Implementation: To operationalize the youth empowerment plan at the district level with tailored programs.
  2. District-Specific Programs: To identify and execute initiatives that address the unique needs of the district’s youth.
  3. Information Dissemination: To conduct campaigns informing youth about various government schemes, scholarships, and opportunities.
  4. Community Outreach: To involve Panchayati Raj Institutions, NGOs, and local clubs for maximum reach and inclusivity.
  5. Reporting: To submit quarterly progress reports to the UT-Level Steering Committee, highlighting outcomes, success stories, and challenges.

Analysis: A Focused Approach to Youth Development

This structured, two-tiered approach signifies the administration’s serious intent to address youth aspirations systematically. By bringing together departments like Skill Development, Labour, and Education, the government aims to create a convergent strategy that bridges the gap between skill training and employment.

The mandate to create a dedicated online portal is a welcome step towards transparency, allowing young people to track opportunities and the progress of various initiatives. The focus on district-specific plans acknowledges the diverse needs of youth in different regions of J&K, from the remote corners of Kishtwar to the urban centers of Srinagar and Jammu.
