J&K Govt Promotes 13 JKAS Officers to Selection Grade; Shuaib Naikoo Designated as Additional Secretary
Srinagar, Sept 29, 2026 â The General Administration Department (GAD) of the Jammu and Kashmir Government has issued an official order promoting 13 officers of the Jammu and Kashmir Administrative Service (JKAS) to the prestigious Selection Grade.
According to Government Order No. 1590âJK(GAD) of 2026, dated September 29, 2026, the promotions have been sanctioned on a prospective basis, following the approval of the Council of Ministers (Decision No. 142/12/2026 dated 22.09.2026). The officers will now be placed in Level 12 of the pay matrix, corresponding to the scale of Rs. 78,800 to Rs. 209,200.

The order lists the following 13 officers who have been elevated to the Selection Grade:

- Anshumali Sharma
- Hilal Ahmad Bhat
- Mohammad Rafeq Bhat
- Sona Gupta
- Chand Singh
- Shuaib Mohammad Naikoo
- Mohd. Rafiq
- Atul Dutt Sharma
- Shabir Ahmad Hakak
- Israr Ahmed
- Mehmood Riaz
- Ashraf Pervaz
Key Appointment
While most officers will continue at their present places of posting until further orders, the government has issued a specific designation for one of the promoted officers. Consequent to the promotion, Mr. Shuaib Mohammad Naikoo (S. No. 7) has been designated as an Additional Secretary in his respective department.
Legal Caveat
The official order includes a standard legal clause stating that these promotions are subject to the outcome of any writ petitions currently pending before competent courts of law.
The order was issued by the Commissioner/Secretary to the Government, M. Raju (IAS), and countersigned by Amit Vermani (JKAS), Additional Secretary to the Government. Copies of the order have been circulated to all top administrative officials, including Financial Commissioners, the Director General of Police, Divisional Commissioners, and all Deputy Commissioners across the Union Territory.
